As the crucial link and foundation of human resource management in public sectors, performance appraisal exerts a great influence on the whole situation of. human resource management. By means of performance appraisal, civil servants can not can not only learn other people's evaluation of the performance of their work, but also have a clear idea about their capabilities and accurate grasp of their own needs improvement, thus contributing to the construction of the civil service. Government management of national political, economic and social affairs, subject to the effectiveness of the level of performance of civil servants. Determined by the level of performance of civil servants the government's overall performance, which will affect the government's image, while as one of the most important means to improve the performance level, civil servants' performance appraisal is greatly valued by governments all over the world. Since 1993, China learn from developed countries to absorb the advanced experience of performance appraisal, although a series of laws and regulations have been unveiled to perfect the system of civil servants' performance appraisal in our country, and achieved gratifying results, there still exist quite a lot of problems due to its late beginning .Thus the appraisal becomes a form only and the results are ineffective, which affect the incentive function of performance appraisal. Therefore, it is of vital importance to improve the appraisal system.In this paper, by learning the related theories about the performance appraisal and investigating the appraisal system in developed countries or areas and found that indicators system and method of performance appraisal system, there are many problems on the causes of these problems in-depth analysis to try to puts forward some corresponding solutions.Finally, based on the analysis of the methods used in the performance appraisal in Huaiyuan County, Anhui Province, this paper provides further proofs about the solutions proposed.
