Complaint reporting is a system with Chinese characteristics in socialist construction of China. It is a way for the Party, government and their principles to keep in close contact with the broad masses of the people and know social situation and popular opinion, a mode by which the people can participate in political life and express the requirement in benefit, as well as an important mode to maintain and realize economic benefit and democratic rights of the people. Especially the complaint report system plays a unique role in the construction of well-off society and socialist harmonious society. But, a lots of social contradictions have come out with the deepening of the reform, transform of the social structure and adjustment of benefit structure. The complaint reporting system, carrying the tasks in social reform and transform besides stability, faces unprecedented awkwardness and crisis and so the massive concern and lively discussion on the reform of the complaint reporting system have arisen from all walks of life. The author, as a grassroots cadre in charge of complaint affairs, states her opinions and views.In this thesis, the definition and adjustment range of complaint reporting and complaint reporting system are explained firstly, the history and development of the complaint reporting system are reviewed and social function of the complaint reporting system are stated ,the present difficulties and reasons of the system are analyzed. Then from cultural origin and reasonability of the complaint reporting system, the idea of the complaint reporting system reform including two steps is given according to the actual situation of China's complaint affairs. The first step is to establish a grand complaint reporting system by optimizing resource, opening complaint channel and strengthening supervision according to current situation; the second is to deepen the reform of the complaint reporting system by uniting complaint legislation, establishing complaint reporting system of the National People's Congress (NPC) and creating a reform environment in view of the future.
