Contemporary Chinese Think Tanks: Problems And Countermeasures

"Think tank", or the "brain", it is very different views of the definition of academia. Modern sense of "think tank" mainly refers to government departments or social groups, enterprises in the fields of politics, economy, diplomacy, military, technological, social and other fields and at all levels of decision-making and carrying out research and advise. Provide advice and constructive suggestions, it can solve specific problems, train and reserve talents. It is a form of social organization and generally has a non-profit.The study about think tanks is always closely linked to the theory of governing by experts and the policy process of academia. So the first part of this essay introduced the theory supporting influential of the think tank, analyzed the background of the rise of think tanks in China. The article elaborated the evolutionary process of the Chinese think tank in the next two parts, further elaborated its position and role, structure and function. Part IV of the article analysis of the current status of Chinese think tank, pointed out not only its own think tank has problems in the system, such as: the unreasonable talent structure; network information is not complete; advisory functions too watered down.; overall management lacks of co-ordination; nonstandard of the operating procedures standard and so on. But also pointed crux of the problem in the external system: the decision-making mechanism is not sound, which cause lacks of independence; lacks of effective working platforms; lack of incentive mechanism; lacks of political participation in civic consciousness. And further analysis of the consequences of such non-standardized operations, Part V of the article, measures to tackle the problems, namely the systematic decision-making advisory ; the establishment of mechanisms for self-promotion; establish and improve the mechanism of advisory verification responsibilities.
