The Construction Experience Of The US Counter-terrorism Think Tank And Its Enlightenment

In recent years,China has set off a wave of construction of new type of think tanks with Chinese characteristics,showing a thriving scene.However,it is not difficult to find that while China's think tank construction has achieved fruitful results,the problem remains outstanding.As an important part of the new type of think tanks with Chinese characteristics,the counterterrorism think tank has not been well developed.The key points are: insufficient allocation of human resources,weak decision-supporting role,lack of infrastructure and lack of influence.In view of this,this thesis is based on the elite theory focusing on the construction of talent team and the pluralism theory that focuses on the decision-supporting of think tanks,and uses literature analysis,comparative analysis,empirical research methods and systematic analysis methods to research on the talent pool of think tanks,organizational mechanisms of think tanks,influence of think tanks,etc.By combing the development history,operation mode and construction characteristics of the US counter-terrorism think tanks,this thesis focuses on analyzing the National Consortium for the Study of Terrorism and Responses to Terrorism(START),including the organizational structure and mechanism of START,and evaluates it's influence on the basis of the existing data.The evaluation is carried out in four directions,resource indicators,utilization indicators,output indicators and impact indicators.Through research,this paper finds that the US counter-terrorism think tank represented by START has developed rapidly after the "9.11" due to changes in the domestic and international security environment and security policies faced by the United States;the resource infrastructure of the US counter-terrorism think tank is more perfect;the results transfer channel of the US counter-terrorism think tank are more smooth and effective;the comprehensive influence of the US counter-terrorism think tank is relatively high.Therefore,this paper combines the current situation of China's counter-terrorism think tank,and at the same time,with reference to the construction experience of US counter-terrorism think tank,proposes countermeasures for China's counter-terrorism think tank construction from four dimensions,including: building a multi-development pattern of counter-terrorism think tanks,maintaining the relative independence of think tanks,building a team of counter-terrorism think tanks and enhancing the influence of think tanks.
