| As an intellectual institution serving public security decision-making,public security think tanks should meet the increasing demands of public security operations,reform,and decisionmaking,and provide intellectual support for public security organs in cracking down on illegal crimes,maintaining social order,and enhancing governance capabilities.However,there is still a significant gap between the current construction status of public security think tanks and the support for the new era of public security work,especially the lack of accurate evaluation of the role and impact of think tanks and a comprehensive understanding of their construction.impact is the vitality and core value of think tanks,and exploring the impact of public security think tanks is beneficial for overcoming the current construction difficulties.It is in this context that this article focuses on constructing an evaluation index system for the impact of public security think tanks,providing a comprehensive and systematic perspective to enhance the impact of public security think tanks,in order to promote the process of public security think tank construction.In order to construct an evaluation index system for the impact of public security think tanks,this article comprehensively reviews literature on public security think tanks,British and American police think tanks,and the evaluation of think tank impact from both domestic and foreign dimensions.Based on the characteristics of public security think tanks and public security work,the connotation of "public security think tank impact" is defined.Based on the fourth generation evaluation theory and social structure,a framework for analyzing the impact of think tanks is proposed.The evaluation indicators are extracted from subjects and dimensions such as public security think tanks,British and American police think tanks,public security agencies,public security colleges,media networks,the public,and existing standards for evaluating the impact of think tanks.Specifically,one is to use literature analysis to extract indicators from relevant literature on public security think tanks,British and American police think tanks,and existing evaluation standards for the impact of think tanks.The second is to use the key event interview method to extract indicators from the specific needs of public security organs for public security think tanks and the opinions and suggestions of experts from public security colleges to enhance the impact of public security think tanks.After summarizing and sorting out,the Delphi method method and analytic hierarchy process were used to invite experts to revise the indicators and fill in questionnaires,determine the weight of indicators,build an evaluation indicator system for the impact of public security think tanks,and propose a construction path to enhance the impact of public security think tanks.The public security think tank impact evaluation index system has been established through research,with the evaluation target being the impact of public security think tanks.It includes six primary indicators,namely "decision-making impact","academic impact","social impact","international impact","network impact",and "think tank growth",as well as 36 secondary indicators,including "leadership instructions" and "decision-making consultation".Overall,public security think tanks should plan their limited resources reasonably,and focus on the construction and promotion of relevant indicators based on the dimensions of "decisionmaking impact" and "think tank growth ability",in comparison to their own development situation.For the "academic impact" part,it can be steadily improved while maintaining the original research level and academic output.For the relevant indicators of "social impact","international impact",and "network impact",it is necessary to take into account both aspects and gradually advance after consolidating the indicators under the jurisdiction of the above dimensions.Specifically,efforts should be made to establish a sound mechanism,focus on academic research,engage in social services,strengthen network empowerment,be diligent in learning and exchanging ideas,and focus on the construction of think tanks,in order to achieve the overall improvement of the impact of public security think tanks. |
