Then the writer demonstrates the social welfare,comprehensive monitoring and integrated features such as law enforcement of the social insurance fund regulated by the laws and point out that the social insurance funds for the legal regulation to protect the social security insurance fund,to protect the government and the office staff integrity, to safeguard national financial security and to safeguard the health of the national economy and stability are essential. Therefore, in order to better monitor the implementation of the law . we must uphold the rule of law, security, independence, the principles of justice and the basic principles of prudent principles.In the second chapter , the writer demonstrates legislatives of Germany, the United Kingdom, the United States and France, and several other developed Western countries, then summarizes the common points: the law of regulation, the administrative supervision of funds, fund operation of the market economy and the judicial supervision of funds, and other features.
