Developing technology and progressing society put forward higher and higher request topeople’s quality. Central Committee of the CPC requires the Party members and cadresadvance with time and take part in the training of Party members. Therefore, cadres’ distancelearning is conducted all over the country. Cadres’ distance learning, based on self-regulatedlearning on the Internet, has made some progress after several years’ development, but it hadyet to achieve the effect as expected. Monitoring cadres’ learning is the key to the quality ofcadre’ distance self-regulated learning. Working cadres, as special adult group, not only facethe conflict between work and learning, but bear certain social leadership responsibility,which will affect their self-regulated learning to some extent. As a result, it is necessary tocarry out stricter control over monitoring strategy of working cadres’ education. Doing fullyresearch on current monitoring strategy will provide reality basis for further carrying outmonitoring strategy of working cadres’ education.This paper firstly introduces theoretical basis of working cadres’ education underself-regulated learning, and then elaborates and analyzes the connotation of self-regulatedlearning, process mode, adult learning theory and metacognitive theory. After that, the paperexplains the connotation of monitoring strategy based on these theories. Finally, the paperarrives at a conclusion that, monitoring strategy of working cadres’ education underself-regulated learning should be done in the ways of self-monitoring and external monitoring.Self-monitoring of working cadres’ education can be analyzed from three periods whichcontain nine dimensions, namely goal setting before learning, choosing learning strategy, timemanagement, self-record in learning process, questioning oneself and self-scoring,self-evaluation, self-reflection and self-summary in the period of evaluation and feedbackafter learning. External monitoring of working cadres’ education can be researched from threeperiods and four monitoring subjects. The former are information acquisition, evaluationfeedback and reinforcement. The latter are learning platform, teachers, classmates and thegovernment. The paper draws a conclusion over current monitoring strategy of workingcadres’ education under self-regulated learning after research and analysis.
