Grassroots Democracy In China And Building A Harmonious Society

The 16th National Congress of the CPC pointed out that expanding the grassroots-level democracy is the foundation of developing socialism democracy. Perfecting the grassroots self-governing organizations and democratic management system, improving the public system of dealing with problems, guaranteeing people exercise the democratic right legally and directly, managing the basic level public affairs and public utility and implementing the democracy surveillance to the cadres. The Sixth Plenum of the 16th CPC Central Committee stressed that the harmonious socialist society we are going to build is a harmonious society built and shared by all Chinese people along the road of socialism with Chinese characteristics and under the leadership of the CPC. It is a society based on equity and justice, an honest and caring society, a society full of vigor and a stable and orderly society in which humans live in harmony with nature and harmonious development of social construction, economic construction, political construction and cultural construction with the emphasis on solving issues people care about most and issues that concern their most immediate and most realistic interests.Therefore, the grassroots-level democracy is an important constituent in our socialism democratic system, is an important content in our socialism political system reform, is the important link of socialism modernization and is the important safeguard of constructing the harmonious society. From the content, the democracy at the grassroots level construction roughly includes three aspects: the countryside grassroots-level democracy construction base villagers autonomous as core, the city grassroots-level democracy based on the community inhabitants autonomous and the public and business units' grassroots-level democracy taking teaching and administrative staff representative assembly as core.The grassroots-level democracy construction originated from countryside has been launched smoothly in various cities and various business units and obtained the magnificent achievement after more than 20 years development. However, the existing problems are also noticeable. These problems mainly caused by the system influence, the economic system limitation and the cultural background restriction. And seriously has restricted the development of the grassroots level democracy and the political civilization construction and hindered the step of the harmonious society construction. Therefore, we should take measures to solve the problems. Except for following the necessary principles, dealing with the basic units' political relationships, the most important thing is that we should strengthen the institution construction of the grassroots-level democracy. As a result, it will form the good democratic political movement mechanism in the entire society and establish the grassroots-level democracy path with Chinese characteristics, which will lay a solid democratic foundation and provide the powerful safeguard for the harmonious society construction.The paper altogether can be divided three parts. The first part elaborated the vital significance of the grassroots-level democracy construction to our socialism democratic politics and the harmonious society. The second part has analyzed the present situation of our country's grassroots-level democracy. The third part had pointed out the basic principles and ways of strengthening the construction of our country's grassroots-level democracy in the process of constructing harmonious society.
