As its life, Inner CPC(Communist party of China) Democracy is taken as the important guarantee of strengthening CPC’s creativity and reinforcing unity of Party. The core point and the basement of the development of Inner CPC Democracy are based on the grassroots, which is also the source of its strength. The democratic construction of Inner Party Grassroots Organizations is basic project of Inner Party Democracy and basic reflect of the socialist democracy within the party organizations. Inner Party Grassroots Organizations take the basement of tasks of our party and combat effectiveness, which promote the democratic construction of Inner Party and ensure the democratic rights of CPC’s members. We’d better take the grassroots and grassroots democracy of inner Party as the basic. Since16th CPC National Congress was held, based on enhancing CPC’s ability and advancement, Center of CPC has been emphasizing the importance of developing Inner CPC Democracy and requiring grassroots to explore how to develop Inner CPC Democracy. They encourage the grassroots to realize Inner CPC Democracy actively whether in theory or practice all over the country.Sixth plenary session of the16th CPC of central committee made significant decisions on building Socialist Harmonious Society, and made emphasize on being faced with more challenges of enhancing CPC’s ability and level of its leadership. On the one hand, under the current background of building Harmonious Society, the grassroots democracy of our party faces the most direct and urgent problems in the process of construction. Therefore, how to develop the grassroots democracy of our party is the essential requirement and the important guarantee of constructing Harmonious Society. On the other hand, democratic institutionalization of our party at the grassroots level is the basic of democratic institutionalization of inner party, which can push the socialist democrary of politics legalization, can rapidly advance the political system reform and promote the construction of Harmonious Society.Inner party democracy at the grassroots level is under the guidance of the democratic centralism, which follows the equal participation, the main body of the party member and the features among the basic orientation, various forms, the progressive development, and construction characteristics. It can embody the integration function of the grassroots society, the operation function which works well, the education function which can educate the party members, and service system function which can act perfectly. Third plenary session of the eleventh CPC of central committee in1978is taken as the important watershed, so the developing process of Inner Party Grassroots Democracy before Reform and Opening-up is divided into two stages of the period of before and after the founding of PRC(People’s Republic of China) until1978. The developing process of Inner Party Grassroots Democracy before Reform and Opening-up is divided into three stages of reconstruction, specification development and innovative improvement. Through its process of developing, although gratifying achievements have been made, Inner Party Grassroots Democracy still has some problems, such as systematic construction lags behind others, the democratic literacy of Grassroots Party members is generally low, the development of democracy is less powerful and so on, which are seriously hampering the long-term development of Inner Party Grassroots Democracy.In the process of building Socialist Harmonious society, the institutional building of Inner Party Grassroots Democracy should be strengthened, democratic literacy of Party members should be enhanced and long-term development of Inner Party Grassroots Democracy should be improved. Thus the ability of building the socialist harmonious society will be enhanced.
