Cultural Construction Of The Contemporary Chinese Administrative Problems And Countermeasures

The administrative culture is a complex system. It is people's attitude, feeling, belief, and values to the administrative system and activity. As well as the administrative principle, tradition and custom which people follow. It is people's systemic reflection to various political activities and administrative activities, and phenomenon, and various political and administrative relation hidden behind the activities. In the west capitalist country , the construction of administrative culture is paid much attention to, but our country falls behind in the construction.This paper will be divided parts: the first part is a brief introduction of the basic definitions, theories and functions of administrative culture. At the same time, the importance of administrative culture will be analyzed by using the Marxist political philosophy and Jing Zhemin's "three represents" theory. In the second part the current situation and problems of the administrative culture are analyzed, the coses of problemsexisted in administrative culture are universal government, bureaucracy, formalism, and so on. In the last part the features, approaches, objectives and contents of administrative culture are discussed, The content of administrative culture will be analyzed in the following five aspects: administrative service, administrative law, limited administrative culture, public administrative culture, and administrative efficiency. These five aspects are integrated with each other, guided by administrative service culture constnution. The ways to the construction of administrative culture include establinshing the advanced idea of the administration, succeeding to tradition and development and innovation, facing the world standing on our country , facing the future and standing on reality, and strengthening the construction of the administrative rules.
