Since the invention of the first electronic computer in 1940s, the electronic technology has developed very quickly. The development of computer technology and communication technology promotes emergence and prosperity of the net, which leads to a new human social organization and living mode. Over the physical space of the earth, a giant group ---net group, a new human living mode that is different from traditional society, has formed, which is referred to as net society. In fact, net society has become an independent space hanging outside the real society and influencing the real society. Every technological revolution including the emergence and development of modern net technology will bring a great change to the human society and lead to the legal reform finally. In the net society, the transmission of legal notions of citizens and its content have close relationship with real society, and have unique features at the same time.
