Transmission Project Evaluation Methods To Explore

Post evaluation is being emphasized and accepted by project decision-making and administrative organ as it is an effective way to verify investment results and summarize previous experiences and lessons. Post evaluation also promotes scientific and standardized decision-making, consciousness of responsibility and management in the whole project. As one of important contents, post evaluation has been utilized to appraise working flow by some foreign governments and institutions, such as the Asian Bank and the World Bank. The post evaluation is adopted by our domestic industries and sectors in recent twenty years, however its popularity is limited. I think the greatest obstacles in the limiting the popularity are as follows: the importance of post evaluation is not widely recognized, too much apprehension of the assessment staff and less feasibility also restrict its popularity. The lack of impartiality and objectiveness is also a contributing factor in restricting its proliferation.This thesis, which is closely associated with electric power industry, is dedicated to study post evaluation in transmission and distribution projects, and it can be used as an invaluable reference in the future preparatory works. One side, the index system of post evaluation in transmission and distribution projects is established and finely divided. First of all, the post evaluation is disintegrated into five first level evaluation objectives, i.e. procedure implementation (preparatory project, project implementation, project investment, profit of operation, management level, etc), project profit (including financial and national economy evaluation) , project influence, sustainability and decisive factors. The first level evaluation objective is then divided into second level or third level objective based upon corresponding characteristics and emphasis. Finally, the divided sub-objective is analyzed by different quantitative or qualitative standards. On the other hand, qualitative parameter is quantitatively preceded and quantitative parameter is standardized. Finally the comprehensive evaluation method is utilized to appraise the whole project quantitatively.This thesis is closely involved in main contents of post-evaluation. The fundamental analysis methods including comparison, logical framework approach(LFA) and cause and effect analysis are indispensable to establish index systems. Some technical evaluation methods, such as analytic hierarchy process(AHP), grade ofsuccess, fuzzy evaluation, comprehensive evaluation, are utilized to obtain the objective, explicit and feasible manipulation in the post evaluation.The quantitative post-evaluation of transmission and distribution project is a kind of method to improve the feasibility of manipulation; however it is not the whole part of post-evaluation. The genuine aim of post-evaluation is to improve administrative level in the decision-making by analyzing lessons from previous experiences and projects. Therefore, both quantitative and qualitative evaluations are of identical importance without partiality.
