Incentive is the important part of the personal management in public sector. It is a very meaningful thing for motivating civil servants in our country that founding a incentive mechanism based on position duty and position responsibility. My thesis described the situation of the present incentive mechanism based on position duty and position responsibility in our country on the base of plentiful fact. Appling the personal management theory and system theory incentive theory and so on, I made some theory analyzing on the problems of the mechanism by Principal-Agent theory and game theory method. The thesis summarizd and evaluatd the experience of some Western country also.Then, I destigned the POI model on incentive mechanism based on position duty and position responsibility in terms of the analysis of above, and then expounded some principal and method adapting POI model.In the end, I used a case study to verify the designing.
