Young People Drug-related Crimes And Strategy Of Guizhou Province

Since 1980s, crimes on drugs have begun to prevail again and spread quicklyall over the country after disappearing for more than 20 years in China. The youthshave been the first victims of such crimes. Especially after 1990s, internationaldrug trafficking spread, and youths' crimes on drags have become serious socialproblems which need to be solved seriously. In order to prevent and control theyouths' crimes on drugs, it is necessary to erfforce the research on the problem. Atpresent, most researches on this field are theoretical, but the practical ones arerelatively less. Because of this situation, the measures which are put forward insuch researches are all general and out of targets, which can not take better effectsin the movement of drug forbiddance. In the writer's opinion, the formation,development and its laws of the crime on drags, in certain respect, come into beingin accordance to regional environment. Separated from regional environment, it isimpossible to investigate the history, causes, features and laws of crimes on drugs,and of course correct measures can not be taken to effectively control the crimeson drugs. Therefore, in the respect of youths' crimes on drugs in Guizhou Province,through investigating the phenomena of such crimes, this thesis analyzes the basicsituation, features and causes of youths' crimes on drags at this stage for the sakeof developing measures for crime prevention and control in Guizhou Province.Generally speaking, the thesis is of obvious values in both theoretical and practicalaspects. It is consist of four parts as follow:Part one: preface.The first part introduces the history and today's situation ofcrimes on drags in Guizhou Province in order to pave the way of researchingyouths' crimes on drugs in the province and to point out the background ofresearches on such crimes. In the end of Qing Dynasty, the Opium Wade isprosperous during a certain period. Drug production, drug taking and drugtrafficking became one of the biggest hazards in resent period in Guizhou Province.After the liberation of China, Guizhhou government launched massive movementsagainst the Opium. By the end of 1952, the Opium wade has completelydisappeared. Nevertheless, Guizhou Province was invaded by drugs flows after1980s. Arid youths' crimes on drugs have become prominent social problems. Part two: positive research on youths' crimes on drugs in GuizhouProvince.In order to master thoroughly and precisely today's situation of youths'crimes on drugs in Guizhou Province, analyze the causes and search for themeasures, the writer performs lots of investigations about this problem byinterviewing police stations, talking with victims in Rehabilitation Centers andmaking surveys. The thesis takes more thorough investigation and research in therespect of the number, ratio, age structure and position structure of the youths whocommit such crimes, and concludes the features of youths' crimes on drugs inGuizhou Province according to above researches.Part three: analyses on causes of youths' crimes on drags in GuizhouProvince. Precisely analyses on causes can help us find out effective measures toprevent and control youths' crimes on drugs. The writer discusses the subjectiveand objective causes of such crimes in the macro view of the whole society and inthe micro view of the young individuals.Part four: discussions on governance measures of youths' crimes on drags inGuizhou Province. By the explanation for the history and today's, situation ofcrimes on drags in Guizhou Province and analyses on today's situation, featuresand causes of the special group——youth's crimes on drags, the writer putsforward that measures in such three aspects in education, administration and lawfields have to be taken to prevent and control youths' crimes on drugs in GuizhouProvince.
