Research On The Problems And Countermeasures Of Guizhou Provincial Agricultural Research Institutes In Promoting The Development Of Pepper Industr

Since February 2019,Guizhou Provincial Party Committee and provincial government have separately divided pepper from vegetable industry,one of the characteristic agricultural industries in Guizhou Province,and listed it as one of the twelve characteristic industries in Guizhou Province in combination with the development reality of mountainous and efficient characteristic agriculture in Guizhou Province.Since then,the pepper industry in Guizhou Province has developed rapidly by leaps and bounds.The "small pepper industry" has gradually and quickly turned into a "big industry." In this process,Guizhou Agricultural research Institute,relying on its own advantages,plays an irreplaceable role in supporting the development of chili industry by science and technology,boosting the modernization of chili industry and promoting the high-quality development of chili industry.However,while the agricultural research institute of Guizhou Province has made some achievements in the development of chili industry,some problems have also been exposed.This paper adopts the method of in-depth interview and case analysis,based on the multiple governance theory and collaborative governance theory,taking Guizhou Pepper Research Institute as an example,analyzes the status quo,existing problems and reasons of Guizhou agricultural research institutes to help the development of pepper industry,and then puts forward targeted countermeasures and suggestions.The research found that,from the interaction between Guizhou agricultural research institutes and the government,pepper enterprises,pepper farmers and other subjects,there are some problems in helping the development of pepper industry in Guizhou agricultural research institutes,such as lack of power,lack of own ability,lack of depth and breadth of cooperation with pepper enterprises,lack of effective supply of scientific and technological services,and lack of effective collaboration.Then from the government,Guizhou agricultural research institutes,pepper enterprises,pepper farmers and cooperative mechanism of five aspects of the relevant reasons were analyzed and summarized.Finally,through targeted research and analysis of the above content,combined with previous research results,research results and their own practical feelings,put forward several suggestions for Guizhou agricultural research institutes to help the development of pepper industry: first,the government to strengthen guidance,play a role in coordination and protection;Second,the institute is active to improve its own ability;The third is to guide pepper enterprises to actively participate in enhancing the industrial development;Fourth,adhere to the main position of pepper farmers,stimulate the participation of the endogenous power;Fifth,improve the mechanism of multi-subject cooperation.
