Intemational Non-Government Organizations (INGOs) are new and rising parts oninternational stage, and increasingly become powerful actors on the international society.People look at the influence of INGOs that achieved the Nobel Peace Prize 1997 and1999 with new eyes. The growth and development as major players in international fieldnot only impose profound on political, economic and social undertakings of the countriesall over the world, but also become important forces that exercise influence oninternational legal system. Based on the analysis of general situation of INGOs, this thesisintends to explore the effects and influence of INGOs' development on international law,with a deep understand of INGOs in international affairs.This thesis falls into three chapters. With regard to the immaturity of theory andambiguities of basic issues concerning INGOs, chapter one gives a proper definition andexplains the concept, characteristics, development reasons and the relations betweenINGOs and sovereign states, and Inter-Governmental Organizations. Chapter two bygiving lots of examples proves that INGOs becomes an author of creating internationallaw, an erector of promoting international monocracy project, a supervisor ofsuperintending international law's run, a participant of international litigious activities.Chapter three provides International Campaign to Ban Landmine as a case study toexplain its rise, development, effects and appraisal. In conclusion, from practiceperspective, this thesis figures out that INGOs has fulfilled the attributes of subjects ofinternational law, and, to a certain extent, can be vice-subjects of international law.
