Especially in the globalization tide of nowadays, the political democratization is extending in the world, China is also facing a time mission to construct socialism democracy .Therefore, to unscramb Mill's《Consideration on Representative Government》, to make a historical and realistic inquity to it's core thought and guideline principle ,to discriminate its value, to find its insufficiency, discover its shortage, then seek a road of getting away from the realistic predicament is very necessary. Through the way of reading classical original works, searching periodical, hunting network and so on, the author will ralate some important literature to the representative government and corpus, use the method which the history and logic will unify mutually, will carry on combing systemly Mill's representative democracy idea in new angle of view , comprehend completely and dialectly content substance and the theory essence of representative government, will promulgate tensity of logical and historical, disparity of ideal and the realitic which the Western democratic system is in the movement process ,examine Carefully the position which democratic main body faces in this democracy political pattern and actual predicament which is in the operation domain, try to explore a drew theory for democracy construction of china characteristic。the conception of this article is, to take classic text《Consideration on Representative Government》as foundation but not to limit to the text ,but contact it with modern question, with national condition of china, from this forms four concentric circles; first, take the core concept of democracy——content and extension of corpus as most loop; secondly, investigate realization form of Mill to the democracy corpus——designing of representative system as second loop; once more, take the appropriate analysis and the appraisal in the historical space and time to the status and the function of Mill's democratic thought and its system arrangement as third loop; Finally, apply research of above question to exploration of contemporary China's democracy construction.
