Research On The Realization Form Of Chinese Deliberative Democracy At The Grass-roots Level

From democracy to deliberation, it is the new creation of democratic theory and the new trend of social development. Once, our Chinese and foreign political circles have focused on the attention problems that how to explore the profound connotation of democracy in deliberation perspective and try to find a meeting point of deliberation and democracy, the birth of deliberation democracy has made a temporary pause for the reflection and discussion relating to deliberation and democracy. The emergence of deliberative democracy shows people’s concern about the authenticity of democracy, meaning to what extent is substantive civic participation into democracy, rather than the symbolic "surface engineering". Deliberative democracy emphasizes that a consensus can be achieved through extensive deliberation and direct talks to hear public opinions and adjust the preferences of interest among citizens. Deliberative democracy has long been welcomed by Chinese and western scholars. It also has been followed and spread by many countries because of its full and extensive deliberative and participatory practices. As for the existing democratic institutions in our country, we are struggling to construct and develop the deliberative democracy. The grass-roots level, regarded as the cradle of our deliberative democracy and the experimental field of our deliberation practice, is the important site to test whether deliberative democracy is fully carried out.The emergence of deliberative democracy at the grass-roots level is not an accident thing. Thanks to the rapid development of our country’s marketing economy, Chinese people becoming masters of the country, and the popularity of information technology, our country’s practice of deliberative democracy at the grass-roots level has developed in full extent. Up till now, the blossoming forms of deliberative democracy at the grass-roots level have already formed the increasingly diverse forms, deepening content and mature system. But at the same time, which also faces some certain practical difficulties due to the lack of institutional protection and the effectiveness of the supervision. By prudent reflection, only in upholding the party’s leadership principles, the people’s democratic principles and the principle of the rule of law, following the freedom and equality, tolerance and harmonious, procedure fair value concept can we perfect them. Specifically, we can optimize the forms from five aspects, such as system construction, program specification, economic security, culture improving, and implementation of supervision. Only in this way can we promote widespread practice of deliberative democracy at the grass-roots level and encourage new directions for our country’s grass-roots democratic political development and political system reform.
