Since the eighties of last century, nonprofit organizations(NPOs) in China have undergone rapid development and the function of them in social life reveals day by day. At the same time the limitations and problems of NPOs unceasingly expose. Regulation is becoming more and more important. As an extremely significant pole in operating of our society, administrative strength of our country plays an important role in the process of regulating NPOs. However, in practice, the effect of our government's regulation is not satisfying. So it is significant theoretically and realistically to study our government regulating NPOs for improving regulation efficiency and promoting the healthy development of NPOs.The thesis, adopting literature research and comparative research approach, not only pays attention to theory exploration but also practical problem research. On the basis of defining NPOs, it tries to expound government's regulation foundation from the aspects of theory and reality.The thesis both bases on the reality of China, and profits from western developed countries' regulation experience. To study government regulating NPOs, the paper first has to review the government regulation history because the present regulation is above the historical foundation. Surveying the present situation of our government regulating NPOs, then analyzing the main problems existing, the thesis goes further into introducing the regulation pratice and experience of western developed countries.On the basis of analyzing our government regulating NPOs and learning from western countries, the thesis finally attempts to put forward the suggestions of perfecting our government regulating NPOs: First, illustrating the overall ideas: with the thought of cultivation and management, government should set up effective regulation goal and make clear the relationship between him and NPOs. Second, government can realize effective regulation in the aspects of idea,system and law through setting up effective regulation idea, abandoning the dual management system and improving regulation law.
