Study Of The Relationship Between Government And Non-profit Organizations From The Perspective Of Governance

With the "global association revolution" taken place in 1970s, Non-profit organizations have developed remarkably outside of the government and market. They have played an important role in the fields of education, science and technology, culture, environment, health and social services .NPO have satisfied various needs for the public, upheld social justice and improved social harmony as well.With globalization and information arrival, the government governed the public affairs environment has being changed all the time .The public has new expectation to the government's competence and new requirements to common article quantity and quality. For this purpose, the government needs not only change its functions and change the govern way, provide super quality and competitive price commodities, improve the government achievement effect, promote society's harmony; but also need to observe the functions of the society's organization, based on governance theories as the analytical framework, make an efforts to construct the competitive and cooperative relationship with other social organizations. Only have this, can solve the contradiction between the complication of public affairs and limitation of government capacity. NPO as the society's important carrier, not only can help the government to save administrative cost, keep the corruption within limits, but also fill in "the public good vacuum " that the government leaves out down. However, our country been in transforming, the government reform has not adapted to public affairs completely, the relationship of the government and the NPO is not equality, they has not constructed equality and cooperative relationship, the function of the NPO has not manifested in the public affairs.This paper, based on the governance theories and citizen society theories, according to the situation of our country and the useful experience of abroad government and the NPO, points out our government and NPO should form interactive and the cooperative relationship in public affairs. So that can increase common benefit. Hence, the government and the NPO all need to improve the competences. On one hand, the government should transform the government's functions actively, weight the government managing idea, measure off the boundary of public power , make laws and regulation; On the other hand, NPO needs to strengthen an autonomy, improve public society message force ,response the diversity needs of the public. Only when ability takes form under the both sides making joint efforts, can form the mutual and cooperative relationship. Meanwhile, in order to construct the better cooperative route of them, it should hackle the function division of work and ascertain respective duties, rights and interests under the law frame.Besides, it should want to communicate with each other so that reinforce trust with them.
