The Independence Of The Central Bank Research

The researching target of this thesis is the independency problem of the Central Bank, which has popular significance in the world. Nowadays the Finance Reform of China is on the key point, and the system of the Central Bank lies in a very important status, so the research on the problem is emergent. The Central Bank is born in the situation that the commercial bank has popular established, and currency relationship as well as credit relationship has abroad existed in the social economy.The birth of the Central Bank is to solve the problems of credit currency's publish,bill's exchange and reckoning, payment's guarantee, financial supervision,government's financing and so on. As a result, the Central Bank has the characteristic and mission which are different from those of the Commercial Bank since its birth. Meanwhile, since the object of the Central Bank is not exactly the same with that of the government, once the two have conflict, the independency of the Central Bank will meet a baptism. So, how to ensure the independency of the Central Bank has become a significant task need urgent solving in the system of the Central Bank. This thesis will give a complete illustration on the problem of Central Bank's Independency.The First Part: the connotation and significance analysis of the Central Bank's independency. In this part, the thesis will illustrate the definition of the Central Bank and give the comments on some scholar's theories. To the definition of Central Bank's independency, there're different voices among the researching circles. This thesis will introduce and analyze some of the viewpoints, and bring forward its own view based on the summing-up and analysis.The Second Part: comparing research on the Central Bank's independency. In this part, this thesis will introduce and analyze the system design of the maintenance of Central Bank's independency in the United States, European, Japan and New Zealand. Although the system designs is far different from the situation of China,still have some points are precious enough for our reference. During the process history of development, the developed countries kept on accumulating the experience to adapt to their own experience, and found a suitable system for their Central Bank, and to a certain extant, kept the Central Bank's independency. At the same time, the thesis will also analyze the social and economic background at the time that the system is born.The Third Part: the research on the Central Bank's independency in Chinese. This thesis will first look back the independent developing course of the Central Bank of China. From the establishing step of People's Bank of China on the eve of the foundation of China, and till now, almost 60-year has pasted. Although many measures had been taken and many systems had been tried during that time, yet the bank was always a "Great Unity" before the year 1979. Since the implement of the reform and opening-up policy, our country has made a great advance in improving the Central Bank's independency, and is forming our own pattern. But the Central Bank of China has some shortages in independency, and degree is relatively feeble. This thesis will stress on analyzing the existence and causes of these problems.The Forth Part: the countermeasure and suggestions to improve the independency of Central Bank of China. In this part, based on the analysis of the independency mode of Central Bank of China, the thesis will first point out our country should combine its practical situation and explore a Central Bank system of Chinese characteristics when taking the Central Bank systems of some relevant countries. In the end, the thesis will bring forward some suggestions on improving the independency of Central Bank of China, and point out the Central Bank should be endowed with the right to make up and implement the monetary policy on their own, and reform the monetary policy committee to upgrade is as decision-making institution. Meanwhile, China should improve the work transparency of the Central Bank and strengthen the supervision on it. Also, China should perfect the supervision of the People's Congress of China to the Central Bank, and establish the system of information share and communication between the Central Bank and supervision departments.
