Network Crimes And Their Countermeasures Research

With the developing of network technology, the problems of network crime are standing out increasingly, and the computer network crimes will be the main form of the crime in the future information society. The serious harm has raised the high recognition of the society. So to prevent and combat the increasing network crime has become a serious challenge in front of the government and a new task in the research of modern crime.Relying on the writer's experience of network crime monitoring, linking with the current status of the network crime, basing on the theory of criminology research and the current domestic research method, the idea of the study and research methods was put forward. We summarize the different characters of similar more then 20805 cases been done domestically, mainly investigating the different characteristics of the sample by ages,types and the field of the criminal cases. We also do corresponding statistical analysis of the more than 20,805 cases using SPSS 13.0. Understanding of the status of our country's network crime, and we explain and discuss the statistical result basing the theory of modern criminology and economics , and linking with some related interviews and case studies the conclusions are described as below:Firstly, It shows that there is high relativity between the suspect interfering characters and the suspect ages.Furthermore, the crime filed and the cases are distinctly related and the DSL users and internet bar are contributed to the crime most, so the well management of them are the essentials of the prevention and strike the network crime. We put forward measures which focus on the cases of high rates,the main colony,the field of high rates,and the main reasons.Secondly, There is high relativity between the cases and the total value involved with the cases, and the total property losses and the total value involved. The gambling crime,violations of property crimes,fraud has become a crime caused the most serious damage and involved in the largest valve of the types of crime.Thirdly, The economical development and the amount of crime are related. The institution-building of network monitoring team, human resources development should adapt to the region's economic development and the development of the network crime. It is necessary to increase the police investment in the developed area, which will contribute to combat with network crime.Fourthly, the network environment has effect on the network crime significantly. Related laws and regulations in relation to the formulation of the cases has seriously lagged behind. We should draw on the successful experience at home and abroad, combining out network environment,social environment , and accelerate the network crime legislation. Network crime is low-cost, but the income is attractive, With the point of economic man, it is a long and difficult way to prevent and strike network crime.Some suggestions to the establishment of the prevention and control framework: forcing the network legal education and the management in internet bar, at the same time, referencing the overseas successful experiences; speeding up the network legislation; capacity building; reinforcing network monitoring system; regarding operation training; enhancing the R&D of network security technology and equipment ;creating innovative methods in criminal spying etc.
