Since the 18 th CPC National Congress,the central government has continued to promote the reform of "streamlining administration,delegating power,strengthening regulation,and improving services".The essence of the reform is to promote the transformation of government functions,stimulate social creativity and market vitality,and actively create and improve the business environment.In fact,the system of administrative examination and approval system reform involves three aspects of innovation,system and management,is a wide range,traction is especially huge,reform is significant effect of reform,the success of the reform directly determines the success of building a satisfaction to enterprises,social trust,public recognition of a service-oriented government.In the writing of this article,the author conducts in-depth research and analysis on the pilot reform of relatively centralized administrative licensing rights,cuts in from its background,and summarizes the successful experience of reforms in various regions,leading to the basic situation of the pilot reform in the Y District.The results of the pilot operation process,the difficulties encountered,and the root causes were explored,and finally suggestions for improvement were put forward exploratoryly.Y District is mainly studied relatively concentrated administrative permission pilot reform situation,through the analysis of existing problems,the pilot reform view,explore relatively concentrated permission to reform the development level of implementation mode,to clear the power list,the service process reengineering.It can be said that the pilot mode of the Y District-the mode of the Bureau of Administrative Examination and Approval is practical,effective and feasible,and under the same conditions and environment,other development zones can copy this mode.At the same time,the suggestion of perfecting the reform of the relatively centralized licensing power in Y District can make the Bureau of Administrative Examination and Approval constantly overcome the existing difficulties and accumulate successful experience in the future operation,so as to carry out the reform in other areas.
