Research On The Reform Of Relatively Centralized Administrative Licensing Power In Suqian Economic Development Zone

With the rapid development of the market economy,there are many problems in the traditional administrative examination and approval system,such as the increasingly complicated matters and procedures,which affect the vitality of the market and restrict the economic development to a certain extent.Since 2000,the state has promulgated the Opinions on the Implementation of the Reform of the Administrative Examination and Approval System,vigorously promoting the reform of the administrative examination and approval system.After the 18 th National Congress of the CPC,the state proposed that the reform of "delegating power,regulating and providing services" should be carried out simultaneously with the reform of the administrative examination and approval system,and encouraged local governments to promote the reform of the administrative examination and approval system through the reform of relatively centralized administrative permission power.From the local exploration in Chengdu to the encouragement at the national level,the reform of relatively centralized administrative license power not only recognizes that the reform of relatively centralized administrative license power can accelerate the transformation of government functions,innovate the government system and mechanism,and improve the government governance capacity,but also provides some schemes and references for more local reform pilots.For all types of market players,the reform of relatively centralized administrative licensing power has also released market vitality and optimized the business environment to a certain extent.Under such a background,Suqian Economic and Technological Development Zone,with the approval of Suqian Municipal government,established the Bureau of Administrative Examination and Approval of Suqian Economic and Technological Development Zone to carry out the reform of relatively centralized administrative permission power with the Bureau of Administrative examination and Approval as the main body.In accordance with the principle of "who is responsible for the examination and approval","who is in charge of who is in charge of supervision" and "who is in charge of exercising the power and who is responsible for the responsibility",the examination and approval power of the administrative license matters by the opening district is handed over to the Administrative examination and approval Bureau to exercise,while the in-process and post-event supervision of the corresponding matters is handed over to the competent business department to exercise,and the approval and supervision power is separated.Through several rounds of empowerment,the number of administrative power items in the zone has gradually increased.In order to facilitate the handling of affairs by the masses,the zone has promoted the "non-meeting examination and approval" of items,centralized power items,promoted the "one window" of items,optimized the examination and approval process and promoted the "one thing" reform,which has greatly improved the business environment of the zone.Taking the Bureau of Administrative Examination and Approval of Jingkai District of Suqian as an example,this paper compares the reform of the bureau before and after its establishment by using the whole government theory,the limited government theory and the service-oriented government theory,and the literature research method and the case study method.Analyze the problems existing in promoting the reform of relatively centralized administrative permission power,such as insufficient centralization of matters,unimpeded inter-departmental information,inadequate daily supervision and low level of government services,An in-depth analysis of the reasons for the problems in the reform includes five aspects: the traditional system restricts the coordination of departments,the imperfect reform mechanism,the information level restricts the integration of data,the contradiction between the supervision department and the supervision function,and the mismatch between the staff and the post demand.Based on the analysis of the current situation and problems,the paper summarizes the optimization path of the reform of the relatively centralized administrative license power,systematically expounds the specific measures such as reasonable centralization of matters,strengthening system construction,promoting information sharing,improving the reform mechanism,strengthening the construction of the examination and approval service team,and puts forward the new path and new method to promote the reform of the relatively centralized administrative license power.
