Reformresearch Onthe Relative Centralized Power Of Administrative Licensing

The reform of the administrative examination and approval system is an important means to break through the bounds of the traditional management system and to actively adapt to the requirements of the development of the market economy.It is also an important way to reasonably allocate resources,to reorganize the structure of benefits,to optimize the functions of the National Social Affairs Management and to maintain the public interests.While the reform of the relative centralized power of administrative licensing is an important channel to reform the administrative examination and approval system.It is not just an important breakthrough to streamline administration,delegate more powers to lower-level government and society,but the key task and development direction of it.For this reason,our country has deepened reform the relative centralized power of administrative licensing.On the basis of the government reform,our country has also made provincial economic development zones in key provinces as pilot projects,hoping to gather more experience to apply in the area of economic development zones.This paper studied and analyzed Ganyu Economic Development Zone of Jiangsu Province to put forward some useful suggestions or recommendations.This paper first studies the related theories and next combs the development process and main operation mode of the relative centralized power of administrative licensing in China,then through field investigation,we have searched out the present situation of administrative licensing examination and approval of the service in Ganyu Economic Development Zone of Jiangsu Province,after that we found out the difficulties faced by the reform of the relative centralized administrative licensing like: lack of legal system,lack of institutional functions,weak sense of service,and backward examination and approval and so forth.We analyze these problems one by one to find out some deep reasons such as the lack of breakthrough progress at the national level,the limited administrative rights of the Development Zone Management Committee,the lack of professional talents in the approval of administrative licensing and the low degree of information.Then,in order to explore an effective way to reform,this paper compares the successful experience of Suzhou Industrial Park and Guangzhou development zone.Finally,a series of countermeasures and suggestions to promote the reform of the relative concentration of administrative licensing in the Ganyu economic development zone are proposed,including to enact a new legal basis,to establish a new service system,to construct a new model of examination and approval,to train a new service team and to produce a new information platform.It is our hope that these suggestions can innovate the administrative examination and approval system and the mechanism of the economic development zone,which can greatly improve the effectiveness of administrative examination and approval,and can promote the comprehensive deepening of the reform of the relative centralization of administrative license in the provincial economic development zones.
