From the five principles of peaceful coexistence of Zhou Enlai, to Deng Xiaoping's thesis of"peace and development are two major themes in today's world", then to Hu Jintao's idea of a harmonious world, the spiritual essence of their thought is successive, that is, developing diplomatic style which will reflect Chinese characteristics and carry forward national spirit from the long-term and ultimate position of Chinese people and people of the world, and making contributions to the cause of human progress. Practice has proved that China's diplomacy is the people's diplomacy, its foundation and focus are the people, paying attention to strengthen mutual understanding, trust, unity and cooperation of Chinese people and people from other countries. The people-to-people diplomacy is a major undertaking of the history of China's foreign relations. Chinese diplomacy has a broad mass characteristic, all activities of it aim for the fundamental interests of Chinese people and people all over the world, serve to the themes of peace and development. So China's people-to-people diplomacy not only receives Chinese people's support, but also obtains the understanding and help from people of the world.Zhou Enlai is the pioneer and founder of Chinese diplomacy, he formed unique people-to-people diplomacy thought in the long-term diplomatic practice. It formed and developed gradually in the practice of new democratic revolution and the socialist revolution and construction of China. It took shape under a long-term influence of Chinese traditional people-oriented culture, along with the establishment of Marxism historical materialism idea. The connotation of Zhou Enlai's thought of people-to-people diplomacy has two senses, a broad sense and a narrow sense. The former mainly focuses on the people-oriented characteristic, which is the basis and soul of Zhou Enlai's diplomatic idea. The later mainly refers to the idea that taking people as the main body and target of diplomacy, taking the interests of Chinese people and people all over the world as its starting point and final goal.The thesis takes Zhou Enlai's thought of people-to-people diplomacy as the main study object. It is divided into four parts: The first part, the instruction of the concept of diplomacy and people-to-people diplomacy. It gives a brief statement on the basic principle and fundamental modes of contemporary diplomacy, sums up the connotation and development of people-to-people diplomacy. The second part mainly focus on the theory origin, cultural origin and practice foundation of Zhou Enlai's thought of people-to-people diplomacy. The third part, also the key part of the thesis, presents systematically the connotation, the fundamental aim, the realistic basis and the main content of Zhou Enlai's thought of people-to-people diplomacy. The thought of Zhou Enlai's people-to-people diplomacy has a profound meaning, the fundamental purpose of it is all for the people's interests, the independent foreign policy of peace is its premise and realistic foundation. The fourth part mainly analyses the contemporary value of Zhou Enlai's thought of people-to-people diplomacy. The thought plays a significant role in opening up the new China's diplomacy perspective and setting up the great nation image. Under the new situation, Chinese diplomacy must establish people-to-people idea.The innovation of the thesis lies in its content. The study of Zhou Enlai's thought of people-to-people diplomacy is a new subject, there are no relative works so far. In the new century, Chinese diplomacy faces many challenges, along with the growing awareness of people to participate in the process of diplomacy, it is urgent to reform and innovate. Under the situation, seriously researching on Zhou Enlai's idea of people-to-people diplomacy will be of very important practical significance.
