Zhou En-Lei's thought of Sino-Japanese people-to-people diplomacy didn' t form accidentally, it was the result that such important factors as the development of the policies on China of America and Japan at that time, the realistic needs of the folk contacts in China and Japan and Zhou En-Lai' s extensive national diplomacy practice, etc, acted on together. In line with the spirit of "the past, if not forgotten, can serve as a guide for the future", he emphasized that the prerequisite of developing Sino-Japanese relations was to distinguish right from wrong and the key of developing Sino-Japanese relations was pacific coexistence. In the hard ice age of Sino-Japanese relations, he proposed the basic principles of "non-officials leading the way and encouraging officials", he also made the concrete diplomatic strategies of developing Sino-Japanese relations, such as "going ahead of the folk, starting with the trade", overall cultural exchanges, "the folk coming and going, getting in touch with official side" and the way of accumulating step by step", and so on.
