Party, the cadres and the masses which is in relation to the rise and fall of the ruling party's survival is a fundamental political issue. In the report to the party's 17th again pointed out that coordinating urban and rural development, and promote the building of a new socialist countryside. Properly solve problems of agriculture, rural areas and farmers, has a bearing on the overall situation of building a well-off society, which must always be the most important task of the party. "Most of our population is in the rural areas, and the people are the survival of our party and our victory, the source of strength, the foundation of our governance. In order to further improve the rural masses, and better promote the building of a new socialist countryside , author provides some reference.
