The Current Situation And Improvement On The Quality Of The Rural Grass-roots Cadres Serving The Masses In Cangnan County

The rural grass-roots cadres are not only the link between the Party and the masses, but also the key to carry out the policy, especially the implementation of the people’s livelihood policies. It is generally recognized that the policy is actually changed from the central to local levels. Therefore, the rural grass-roots cadres play an important role in masses’lives whether they can enjoy the preferential national policy or not. The quality of the grass-roots cadres of villages and towns is directly related with the provision of public goods, the distribution of reforming achievement, the arrival of social development goals,the realization of building a service-oriented government, the harmony of our country and the happiness of our people’s life.In this paper, as for the research methods, the writer uses the methods of documentary analysis, survey researches, questionnaire survey and so on. On the one hand, in order to have a solid theoretical basis of this project, I get the information, such as academic journal, dissertation and research reports, from Wenzhou City (Cangnan County)Library, civil servants network school, CNKI, etc. On the other hand, I get the first-hand from the research objects who come from the masses and grass-roots cadres in Fanshan Town and Qianku Town by the spot interview, questionnaire survey and so on, which offers the most direct evidence to the research on the quality of the rural grass-roots cadres serving the masses.In the first part, the concepts of the rural grass-roots are defined, which establish a theoretical basis for the later analysis.In the next part, the problems on the quality of the rural grass-roots cadres serving the masses are listed and analyzed. In the last part, several preliminary solutions on the quality of the rural grass-roots cadres serving the masses are given.The rural grass-roots cadres in Cangnan County is not only the key force to the new socialist countryside, but also is a epitome to the rural grass-roots cadres in Wenzhou City. To some extent, it stands for the service quality of Wenzhou Government even Zhejiang Province. It is also the key factor that whether the grass-roots government is a good image for the masses or not. I hope the creation of this project can improve and consolidate the service quality of the rural grass-roots cadres. I also hope it can help with grass-roots staff’s selection, training, and assessment and the construction of service-oriented government. What’s more, I really expect this project can be a guide to the quality of the rural grassroots cadres serving the masses in Cangnan County even in Wenzhou.
