"Controllable democracy" ,as an authoritarian governance model, is a transitional political form in the development of the Russian political process. It is not the Putin's own will but a real choice conforming to Russian history, national conditions and the realistic choice of the people. Based on the drawbacks of the Western democracy in the practice and the adverse impact that Russia fascinated and mechanically imitated the Western model of democracy in the political, economic and ideological, the paper point out the realistic significance that Russian broke the superstitious psychology. In this thesis, combining the Russian conditions, history and traditions, the origins that "controllable democracy" was put forward and accepted were expounded. On the basis of the general comprehension to "controllable democracy", the unification of "democracy" and "controllable "in theory and reality was proposed. However, because of the inherent limitations of "controllable democracy", a series of risks were brought in its operation if a little attention. So Russia currently has begun to pay attention to a reasonable regulation measures in the future of democracy development.
