China's development has been increasingly the focus of world attention while the rise of China has become an indisputable fact. However, it is accompanied by the view that China's rise will pose a threat to world peace. So, whether China's rise will pose a threat to world peace has attracted more and more attention of the outside world. Both research and practices show that whether a country poses a threat to the world peace depends largely on the diplomatic philosophy which the country has been pursuit of .If there is ample evidence to prove that contemporary China's diplomatic philosophy has pacifist orientation, then to a certain extent, it can help relieve the doubts and fears towards the future development of China from the outside world.Firstly, this thesis states that a diplomatic philosophy, may be defined as the country's political philosophy, the world view as well as the view on war. Based on this definition, it points out that a pacifist diplomatic philosophy must include the following elements, ie, a pacifist view of the state, acceptance.with Locke or Kant Culture on the issue of inter-state relations ,and a negative outlook on the issue of relations between the states and the world, a view of war that war measures should be cautiously used in the resolution of inter-state conflicts. Then, it goes on the research on New China's diplomatic practices, which indicate that all of the diplomatic practices including Mao Zedong, Deng Xiaoping and Jiang Zemin's periods kept good fit with our requirements of diplomatic philosophy with pacifist orientation. Therefore, a conclusion can be drawn that China's diplomatic philosophy has a pacifist Orientation, and China is making a peaceful rise. The following two facts also support that conclusion. On the one hand, the world view in the traditional Chinese culture and the tradition of cautious attitude towards war to maintain the world peace give incontrovertible evidence.; on the other hand , the essence of the socialist system also formulates the pacifist orientation in China's diplomatic philosophy.
