There are 3 periods in the history of American foreign economic assistance——the Cold War period, the interim in the post-Cold War era and the beginning of the 21st century. During the Cold War, American foreign assistance changed a lot in according to the need of the Cold War. The end of the Cold War and the 9/11 event respectively shaped the foreign economic assistance in the later two periods. American foreign economic assistance dropped dramatically during the Clinton Administration while it increases a lot under the Bush Administration because the Clinton Administration concerned more about American national economy and the global democracy and human rights while the Bush Administration attaches more importance on global anti-terrorism. As the analysis shown in this article, surely both the relationship between the Congress and the President and the national economy situation affect the development of American foreign economic assistance. However, on this issue, American grand foreign strategy has the final say. In the post-Cold War era, American foreign economic assistance remains a servant of its foreign policy.
