Interests Of The Landless Peasants Protection Policy

With the acceleration of industrialization and urbanization, much more cultivated land is turned into urban construction land through acquisition. A lot of social contradictions are induced. Among that, problem of land-lost farmers attracts much attention. The urbanization is bound to give birth to land-losing farmers. However, is urbanization bound to induce the problem of land-losing farmers. What is the profound reason for this problem? How could keep the living level after land-lossing? It is an urgently needed solving problem in front of the government policy-makers. It is also an problem closely related with social stability and economical development.The paper starts from the analysis of the current situation of land-losing farmers in Jiangyan development zone. Land-losing farmer issue is not merely a problem about peasant living standard drop, employment difficulty and without subsistence security, but also including social security problem resulted from unfair distribution, strained relations between the masses and cadres, and frequent incidents involving mass participation. Solving land-losing farmer issue concerns the long-term stable economic development of our country. From the analysis of current land requisition policy, the paper points out that there are profound reasons for land-losing farmer issue, which is a comprehensive issue including interest distribution, system design and even system arrangement. To these problems, the article proposed some suggestions from four respects such as construction, execution, improving, and reform of the public policy.The whole paper is divided into four parts. The first part is the proposition of land-lost farmers problem. It mainly describes the research background and research meaning of this problem. The second part is the general introduction of land-lost farmers problem. Take the example of land-lost farmers in Jiangyan Economic Development Zone, then summarize and analyze the characteristics of land-lost farmers problem. The third part is the policy analysis of this problem. From the angle of policy analysis, analyze the profound reasons why this problem occurs. The last part is the Countermeasures and suggestions of solving this problem.
