The Chinese labor market has been split in more than 40 years until the mid-1990s,surplus rural labor began to transfer to the cities. The number of these groups accounted for 18 percent of all rural laborers and 35 percent of the urban labor force. Such a huge floating workforce has become a great driving force to the rapid economic growth in China. However, a shortage of labor started in China's coastal areas in 2004 has now spread to all parts of the country, which indicate that China's dual economic structure is undergoing a transformation. The benefit of"demographic dividend"to the economic development over the years will also disappear in the near future.In this paper first analysis the wage level in the period of"uprising migrant workers"and"shortage of migrant workers"from the economic angle. Proved the rationality of wage level and labor force supplies in the each period. Simultaneously obtains from the cruising data and investigates from the enterprise, analysis the secondary labor market wages at present in Shanghai. The cruising data including Shanghai Academy of Social Sciences population Studies from 1995 to 2005, through the research we discover the rise of real wages level in high speed in the migrant labor market, this reflects the scarcity of migrant labor force. Investigates in the enterprise, through comprehends of the enterprise wages, and contrast with city staff wages in the previous years, similarly obtains the conclusion that this community wages high speed rise, the scarcity of external labor force supplies also reflect. In qualitative analysis of the text, based on the interviews with intermediaries and construction sites we find out the real idea of this group, and then proved the correctness of the quantitative analysis. Ultimately made certain judgment about the future trend, and raised the relevant policy recommendations for possible future supply shortage of labor.
