China,the biggest developing country in the world, has always been the firstnumber in population, labor supply power (labor population about700million), laborresources and surplus labor force in the world. In more than30years’ reform andopening up, China has been enjoying the population and inexpensive labor supply ofinfinite "bonus" which brings the high-speed economic development and the socialeconomy has undergone earth-shaking changes. A lot of migrant workers have madegreat contribution to the economic construction and social development during theindustrialization, the urbanization process of the development of rural area, as also inthe industrialization, the urbanization and the development of hometown. However,though there is no trace that worker tide of the eighties at the height fully receded,now there appears again a phenomenon of labor shortage. On September8,2004laborsocial security group gave a report on 《the shortage of migrant workers investigationreport》, China was officially confirmed as showing a phenomenon of “laborshortage”. On Feb22,2006, the15edition of 《Reference News》 published a papernamed“Labor shortage began to spread in China”. Ever since, labor shortagephenomenon began to spread which center in the Pearl River delta and coveredYangtze River Delta and Bohai Rim even all over the country in an unbelievable shorttime and speed that nothing can be done to rescue.As a province with a population of90million, huge agricultural, economic whichtake the third place in national GDP, Shandong province, in2011the beginning yearof the12thfive year economic developing plan, during which crucial period Shandongprovince vigorously promote implementation way, turn the economic structure, andconstruction of the more prosperous common people and the stronger province,“laborshortage” phenomenon will bring profound influence. According to statisticsannounced by human resources security hall in Shandong province, the currentshortage of labor force in Shandong province come to about670000people, and asthe capital of the province, the labor force resources in Jinan (6.814million) is fullyeffected by the phenomenon in Shandong province. According to the statistics, thenumber of Jinan city empty job duty is greater than the number of workers who arebetween jobs, the lack of absolute work number and shortage of rate in the overallnumber is showing a constantly rising trend, which all basically showing a trend on the continued "shortage". This paper was based on "shortage" the macro backgroundand economic and social development situation of Jinan city under the necessary tostudy. This paper takes peasant workers, shortage, labor transfer, labor supply,population growth and related theory as a guide line, and studying the foreign relatedpatterns research, domestic areas and shortage of related patterns based on theshortage in Jinan which the current situation and existing problems were analyzed,and then identify and seeking out for the reason which caused shortage of Jinan cityand the influence factors, the shortage of Jinan development tendency, under thepremise of eventually work out the solution to Jinan’s labor shortage with suggestionsand countermeasures.This paper is divided into six chapters. The first chapter is the introductionsection of the paper which briefly introduces the research purpose, significance, thedomestic and foreign research dynamic, research methods, technical route and maythe innovation points and the insufficiency. The second chapter is about shortagerelated concepts and the related theory of defined and certain rich. The third chapterpresents shortage in Jinan overall status and existing problems, and the shortage ofJinan city as a big premise background of the research. The fourth chapter is usingtransverse and longitudinal combining with the framework of a concrete analysis bythe way of Jinan city shortage causes. The third and fourth chapters of this article arealso the focus and innovations of the article. Foreign labor resources in chapter five isthe problem of the transfer of surplus labor force model and domestic shortageproblem of model experience for reference, and further in the sixth chapter there is aprediction in Jinan shortage, and on the basis of the comprehensive analysis of thepresent situation, the shortage of Jinan city problems and causes, This paper tries tobring out some suggestions and solutions to the shortage of Jinan city in chapter six.
