World history theory is Marx's general statement of human history development since capitalism. It essentially is a theory about how to understand the development of the relationship between human beings and the world in the point of whole and processing view. According to world history theory, Communism is the highest level of development of world history. The fundamental goal of communist society is to maximize the potential of human beings and to liberate human beings from the extreme specialization resulting from industrialism. Therefore, the full development of human beings becomes the most important value of the world history. The present research analyzed the idea of full development of human beings in Marx's world history theory and described the important application of this idea to understand the nature of socialism, to build a well-off society in an all-rounded way, and to improve the full and free development of human beings.
