Citizens Under The Constitution As The Domain Material Aid

The right to material assistance is one of the second generation of human rights-social rights, followed the right to liberty. Simultaneously, it is a constitutional right; the state secures social members'minimum life through the redistribution of social resources. Analyze the process of the building of this right that the different stages'social welfare thoughts and economic theories have provided the ideological foundation for its building, the different period's social security systems are system foundation of its building. This right carries the historical mission of achieving social justice; the state and the society, as the bodies of realizing it, secure social members generally enjoy the rights on the aspects of life, health, education, employment and so forth. However, the right and its security system develop late in China, its legal security system has not been established, which hindered its full realization. Therefore, it should start on legislation, execution and judicature, in order to build its legal security system.
