Analysis Of The Local Governments To Implement Evaluation System

Government execution is an important conception which could weigh whether government administration is available or not and it also could weigh the degree of executing. So Government execution is the central element of government organization (including of government institution and department everywhere and at every level), and this element can not be overlooked. Ideal decision could be fail, and normal decision could be succeed by powerful execution. If execution can't be available, the old public problem would not be resolved. Furthermore, the old problem could be took a turn for the worse, then new crisis would be induced. It is obviously that lacking of powerful execution, the target of the government public policy and tactic will be a tree without root, it also is the water without resource. Therefore, promoting and enhancing the execution of government is one of the most important contents in the case of promoting government execution efficiency, at the same time, it is the essential demand for the exist and development of government institution.Local government is one of the elements which constitute the framework of country, it plays a very important role in the political, economic and social life of country. Many functions of central government must be executed directly by local government at every level. Therefore, the execution ability of local government constitutes and embodies the execution of country. Currently, in view of the overall situation, execution of our government has marked promotion, but as the self-determination of local government was extended, there was a trend that local government execution had been weakened. Hence, strengthening the research of local government execution, constituting the execution estimate system which is scientific, equitable and effective, promoting the execution of local government, enhancing integrative competitiveness of areas at every level became the urgent affairs to reform our local government.This dissertation is composed of five main parts. Part One, firstly, research background, purpose and significance of this dissertation were simply introduced. Secondly, many important conceptions appearing in this dissertation had been defined. Finally, research methods and thoughts of this dissertation were introduced simply. Part Two, research works about execution and execution evaluation were sorted out and related theories about building evaluation system of local government execution. Part Three, the present situation of execution evaluation in our country was analyzed, many problems existed in execution evaluation system was pointed in three aspects: 1.The shortage of evaluation in theory and cognition; 2.Evaluation subject is too exclusive; 3.Imperfect building for evaluation indicator system. Part Four, for the problems in Part three, rebuilding evaluation system was promoted in five aspects. Firstly, ideology and value standard of evaluation system were rebuilt. Secondly, for the problems that evaluation subject is too exclusive and the indicator is imperfect, building diversifying evaluation subject was promoted and the construction of this subject was reported. Then, evaluation indicator system was introduced in three aspects: the principle of building evaluation indicator, the composition and evaluation criterion of the indicator. Part Five, some noticeable problems were pointed in the process of executing evaluation.
