Policy is an important means of the utility management for the State or Party, it directlyaffect the vital interests of the public, and play a decisive role in the process of nationalmanagement. While, actually the results of the implementation of many policies are far fromsatisfactory. The problems in the implementation of policy has seriously affected integrity,authority of the policy, and even lead to a failure of the policy, causing huge losses to theState and society. This shows the importance of policy implementation, and the localgovernment is the foundation and guarantee for implementation of the policy. In the view ofthis, this paper aims to explore the factors influencing the implementation of governmentpolicies, to identify problems,and propose suggestions to improve the future direction ofpolicy implementation personnel of the local government.This paper uses the Edwards policy implementation model, selects organization structure,communication, the performer intention, organizational resources as the study variables, takepolicy executive power as the dependent variable, considering the influence of demographicvariables to construct the model of research of this paper, and puts forward six hypotheses:(1)there are significant differences in personality perception of each research variables.(2) Theorganizational structure is positively related to the policy execution.(3)Communication hasan important impact on execution policy.(4) The organization resources is positively related to policy implementation capacity.(5) The intention of performer has a significant influenceon policy implementation.(6)there is a significant correlation among the organizationalstructure, communication, organization and intentions of implementation.By through the issuance of questionnaires and collection of data in X County, We useSPSS17.0to analyze the data of descriptive statistics and correlation analysis, and further toverify the hypothesis, the results show that:(1)there are significant differences in personalityperception in each research variables, such as different age, marital status and education levelexecutives, all of those have significant difference in the effects of policy execution theperception, but employment forms, length of service, education status are opposing.(2) Theorganizational structure has a positive effect on policy implementation. For example, themore flexible of the organization, the better favorable for policy implementation.(3)There isa significant correlation between the communication and execution of policy. Localgovernment should pay enough attention to it to ensure its implementation.(4) The moreadequately organization resources, the more ability to implement policies.(5) There is asignificant correlation between the performer intention and policy execution.(6)There issignificant correlation between different researches, for example,when executives can notchange the organization structure, they can improve the level of policy execution by usingeffective communication, making full use of various resources, being leaded by cadres. The following points are the innovation of this paper:(1) The execution modelverification of George C. Edwards III also adapt to our country, and on the basis of which,theorganization structure, communication, resources, executive intention and other importantvariable factors have a direct impact on the execution, and the interaction between thevariables factors also have indirect influence on it.(2) Use the empirical methods to analyzeof the local government executive ability. The domestic study about basic-level governmentexecution ability most emphasis on the game problem, this paper uses empirical method toquantify the problem of execution, making this research more scientific.All in all, by this paper I hope to use my study to assess the views of the executive onthe effects about policy execution variables, to understand first-line executive personnelneeds, and from which to explore the problem, puts forward to improve the execution officerin the execution of the direction of the force in future, so as to provide the reference for therelated units.
