Analysis Of Rural Grass-roots Democratic Consultation Path

Since the late 20th century,"deliberative democracy"had becom one of hot points of western contemporary politics. Deliberative democracy means that by taking part in political activity, considering the ideas of other people and proposing their own viewpoint, free and equal citizens modify their reasons according to condition, reach to conversion of viewpoint, view kinds of policy advice critically, and then provide the validity of lawmaking and making decision in the base of agreement. Some domestic scholars also start to pay attention to the development practice of Chinese democracy as viewed from deliberative democracy.With the development of chinese social economy,the main bodies of benefit are becoming more and more diversiform,different main bodies of benefit and society members are urgent to input their will into political system so as to realize their benefit. Deliberative democracy recognizes and accepts the reality of multivariant society and the difference of different main bodies of benefit,it can also eliminate those difference effectively and help to form consensus. For deliberative democracy it conforms to Chinese progressive democracy reform, and its development space is broad in Chinese grassroots,so it is necessary to search for the development route actively that combines deliberative democracy with Chinese grassroots democracy and build harmonious socialist society.By looking through numerously documents, finding the combing to the theory of deliberative democracy is deficient, so the research of development path that fitting to chinese deliberative democracy, this paper attempts to do some research about these, and these are also the innovation of the paper. In the section that CPPCC(the Chinese People's Political Consultative Conference) is main path of chinese deliberative democracy, the paper analyze the political advantage of CPPCC , the main body and their mutual relations about political deliberativeness, in addition the contents and form of political deliberativeness, the solutions to improve and perfect the political deliberativeness are researched. In the section about grassroots deliberative democracy in Chinese country, this paper combs to the deliberative democracy and autonomous democracy, analyzes the differentiate. Issues about grassroots deliberative democracy in Chinese country and the measures selection are also researched.This paper comprise six sections. Introduction tells the background and purport of the paper; In the first chapter, representative democracy and its fault are given, then deliberative democracy is introduced; The form of deliberative democracy in China is analyzed in the second chapter, also the main path of Chinese deliberative democracy ----CPPCC(the Chinese People's Political Consultative Conference); In the third chapter the feasibility that deliberative democracy being carried out in country grassroots is analyzed, furthermore the paper discusses the development state of deliberative democracy by political practice; In the forth chapter problems are summarized about deliberative democracy in country grassroots, then related solution are proposed from multi-angles to solve the problem.
