The Problems Faced By The Party's Democratic Centralism Construction Of The New Century And Its Countermeasures

Democratic centralism is the Party's fundamental organizational system and leadership system, and is a system that integrates centralism on basis of democracy with democracy under centralized guidance, and it's also a scientific rational and effective system. It is of momentous current significance and far-reaching historical significance to strengthen the democratic centralism in the new situation of building a well-to-do society to the full and harmony.New problems in our economic and social life arise along with the further development of the reform and open to the outside world and gradual establishment of the socialist market economy system. Some comrades doubt about the democratic centralism, even form incorrect opinions on it, which causes grave ideological stumbling block in the proper understanding and upholding the democratic centralism. Some dissatisfactory aspects in carrying out democratic centralism exist in some local governments and department. This thesis attempts to make some analysis and investigations to these problems, and puts forward some constructive suggestions or countermeasures.This thesis consists of four chapters. The main contents are as follows:The first chapter gives a brief account to the scientific connotation of democratic centralism, and makes a detailed analysis for the significance of upholding and perfecting the democratic centralism in the new period.The second chapter sums up some main problems in carrying out the democratic centralism through analyzing the investigation questionnaire about the condition on executing the democratic centralism among the cadres in Beijing .The third chapter mainly analyzes the reasons to the problems in strengthening the democratic centralism, and it thinks that, hazy understanding, defective system, weak supervision, and complicated relations are all the main reasons to the problems.The fourth chapter puts forward some constructive suggestions and practical countermeasures on how to strengthen and effectively carry out the democratic centralism, such as strengthening the degree of propagating the democratic centralism, strengthening the collective leadership with individual responsibility under a division of labor, perfecting the guarantee system, strengthening the mechanism of supervision.
