Reflections On China's Implementation Of Deputies System

The system of People'S Congress is our fundamental political system.which is the necessary choice of our history.This system is also the democratic system in conformity with the national conditions.Nowadays,the superiority of People'S Congress System haven't been brought into full play yet,the relative lag of construction of this system is difficult tO adapt to the present democratic politics construction development requirements.The deputy to the People'S Congress is the constituent cell of the system of People'S Congress,also the important part of this system.The deputy to the People'S Congress is playing a central role in the political life of our country.But at present stage of the system which is based on"part—time"deputies,the deputies can't perform duties well.In other words,advantages of People' Congress System can't develop enough.A key influencing thctor is that the Deputy to the People'S Congress performs the duty imperfectly.Which form should we choose under current political system?Full-time Deputies or Part-time Deputies?It is a question at issue from theory to practice.However,we need to find a strong foundation in theory and practice tO prove the feasibility of the form we choose.The text consists of six parts:The first part is started from the analysis of the current situation and problems of the system,elaborates on the origins of the system of People'S Congress,the development and specific content of the system of deputies,focusing on analysis of the problems of the system of Deputies in the specific operation,including the absence of role,an excessive number, weak awareness,poor performance of their duties and lack of supervision and other issues of the deputy to the People's Congress;The second part describes the process of the theory of "full—time"deputies,and summaries the three aspects of the argument that about "full—time"deputies and"part-time"deputies:The idea of using the system of full-time deputies,the idea of using the system of part—time deputies and the idea ofusing both ofthem.The third part includes five aspects describing the meaning of the implementation of full—time deputies in our country,including meeting the needs tO the direction of political reform,the needs tO strengthen democracy,the needs tO improve the system of People's Congress,the needs tO improve the supervision system of socialism with Chinese characteristics and to improve the Party'S leadership system.The fourth part presents five difficulties we must be faced to:the problems of legislation, awareness,the quality of deputies,relationships and institutional system.The fifth part quotes the relevant provisions of foreign Members system,such as comprehensive legislation,sound system and professional institutions.We can leam and use these practical systems to promote related reform.The sixth part proposes reform path in our country,such as the improvement of legislation,the construction of sound institutions,the reduction in the number of deputies,the establishment ofseparate funding,the enhanced system oftraining and supervision. All in all,this article is started from the analysis of the system of deputy tO the People'S Congress,and then takes a deep research on the system of Full—time Deputy.The article is intended to put forward fl gradual way to refine People's Congress System for the accordance with the trend ofthe times.
