Research On The Professionalism Of The Township Level Representative Of The People’s Congress In China

The System of People’s Congress is a fundamental political system in our country based on China’s constitution. The township level People’s Congress represents the forefront of the state’s power, it is the representative institution in which the grass-roots can enjoy their political rights, and also the most bottom political power organization. With the continuos development and improvement of economic system reform, the broad masses of the people put higher expectation on the role of township people’s congress. However, as the cell of the organization, deputies to township people’s congress were influenced by the part-time representative system for a long time, which resulted in such unsatisfied duty execution that the deputies are unable to implement their responsibilities of representing and being entrusted by the township people, and exercising the authority on behalf of the people. Thus, the deputy to the township people’s congress performs to be more instrumentalism and formalism. Therefore, it is necessary to implement the full-time representative system in the purpose of ensuring the smooth progress of local democracy construction.In this paper, the historical development of township people’s congress was reviewed firstly, in which the function and authority of deputy to the township people’s congress were briefly introduced, and the performance of duty execution was assessed; then, the full-time and part-time representative systems were compared and analyzed, with the examples of other shortcomings of current part-time representative system. In the part followed was the discussion on the realistic condition of implementing full-time representative system along with the difficulties that need to be faced. Finally, some suggestions and recommendations on the establishment of full-time deputy to the township people’s congress system were given based on the above analysis.
