Local Government Performance Assessment Tools For A Comparative Study

Improving government performance has become the pursuit of public management, which has always been one of the fundamental objectives. At the same time, performance evaluation has become an important tool for government reform. Local government performance evaluation of modern public administration is one of the fore front of research topics, the study of local government performance evaluation tools is an important entry point, governments around the world and academia to a widespread concern and attention. Especially, comparing the tools and eventually choosing a suitable tool for assessing performance evaluation for local governments promote the comprehensive development work on China's current administrative reforms and improve the performance of local governments is an important reference and guidance.This paper is divided into five parts, the first part, providing an overview of local government performance evaluation, including the meaning of local government performance evaluation ,elements, procedures, functions and features of significance; The second part, introducing several tools ,which were used in local governments performance evaluation in China ,mainly on the Balanced Scorecard, benchmarking, objectives management ,360-degree evaluation of the application in local government and experience ;The third part, focusing on the key performance indicators as a method of assessment tools, in local government performance evaluation of the necessity and feasibility of application ;Part IV, mainly from the use of tools and some of the background, core values, indices, and other aspects of the advantages and disadvantages compared; Part V, the local government performance evaluation tools to study the prospects , finally coming to the performance evaluation process, selecting one or more of assessment tools should consider the key factors and follow the principles.
