Performance evaluation is the important content of the research in human resource exploitation and one of the most important contents of the real work. It is related to the objective justness, and it also brings the enthusiasm and creativity in order to avoid the shortcoming and develop the merits. Besides, performance evaluation has the function of direction, which will influence the development and obtain of the competition superiority of the organization.Professional manager will have the very important responsibility to the survival and development of the enterprise as the main principal of the enterprise. How to evaluate the work performance appropriately is at large attached importance to by all the countries. The modern countries have established the relatively perfect Performance Evaluation System of the professional manager. In our country, the Performance Evaluation System is being on construction for the class of the professional manager comes into being. In the traditional state-owned enterprise, the evaluation of the enterprise leaders mainly comes from the four aspects in the following of the old method of evaluation by the Party, such as moral, ability, hard working and achievement. And the content of evaluation is a little more numerous and jumbled, the method of evaluation is basically qualitative, the flexibility of the evaluation work is biggish, the manner and method of the evaluation run short of the scientific theory, the behavior of the manager cannot receive the effective restriction and encouragement. The performance evaluation of the privately owned enterprise sometimes pays more attention to the gain of the short term benefit, the definitude and concretion of assess index, and the easy operation, but sometimes pays less attention to assess of the long term benefit of the enterprise, which results in the power deficiency in the long term development of the enterprise. (According to the report, the privately owned enterprise in China only has the average longevity of 2.9) The article analysis the reason, actuality and main problem of the class of professional manager. On this basis, the article has researched and analyzed systemically the establishment of the Performance Evaluation System of professional manager. In the process of research, it uses the western performance evaluation theory and the effective evaluation method in practice for reference, combines the theory research and case analysis, combines the quantitative analysis and qualitative analysis, and mainly uses the quantitative analysis. To aim at the problem in the evaluation practice presently, the article brings forwards the combination of the hard evaluation and soft evaluation, gives prominence to the important content of the performance evaluation in term of the modern system of enterprise. The article also uses the method of mathematics (such as Analytic hierarchy Process, Expert's Weights,Fuzzy Evaluation, weighed average) to establish the evaluation models, in which through giving the mark and power to the concrete index it makes the evaluation index quantitative and the evaluation results objective, equal, real and credible.
