On The Role Of Supervision By Public Opinion In The Inner-party Supervision

In China, supervision by public opinion means that the people, as the main part of supervision by public opinion, supervise and push the work of the Party and governments as well as that of the public employees through the news media, the essence of which is supervision by the people. Every leader in the CPC since its founding has put great premiums on the public opinion supervising, and emphasized its importance on different occasions. What's more, since the 13th National People's Congress till the 17th National People's Congress, the concept of supervision by public opinion has been presented in the reports of NPC for five times successively. In 2004, "The Regulations of the Inner Party Supervision of the CPC" confirmed the consensus supervision as a weighty system in the inner party supervision of the CPC. And as a result, the consensus supervision can involve widely and deeply in the inner party supervising activities, and become a unique and irreplaceable supervising system. The news media supervision can help the lead agencies to find problems and then urge the agencies to solve them on one hand; on the other hand, the news media supervision will play a role of warning to prevent the emergence of these problems. However, after reviewing, it can be seen that there still exist a lot of problems in our news media supervising system featured by lack of a series of effective operation system, the existing measures being far from effective, thus the news media supervision hasn't played its due part to a great extent. Consequently, it is pressing for us to find out proper measures to bring the news media supervision into full play in the inner party supervision of the CPC. In this spirit of providing some constructive suggestions to protect the purity of the CPC, maintain the advanced spirit of CPC members, and improve the effectiveness of news media supervision, this essay will focus on the elaboration of the following issues like the role of supervision by public opinion played in the inner party supervision, the status quo of the effect of consensus supervision, and how to bring this effect into full play etc.
