In the late 1970s, some Western scholars started the study of the phenomenon of de-bureaucratization about government departments through summarizes and the induction constantly, and they gained a series of achievements in theoretical study in the public section of the levels such as mission, structure, procedure and cultural etc. The definition of government organizational culture is created by the invention of some of the basic assumptions type in dealing with the response to the external adaptation and internal integration problems, and it includes organizational goals, values, beliefs, institutions as well as the behavior standards and so on. But the theoretical research of the government organizational culture of the public sector relative to other three levels of research is weak.In recent years, the domestic scholar paid enormous attention to organizational culture of the public sector, especially the cultural construction of governmental organizations. The official organizational culture is not only the important manifestations of political civilization, but also for the leadership of the abstract and condensate. Chinese government has carried on many times by the organization primarily administration organizational reform, but throughout has not put the organization culture on the systematic characteristic highly on the reform the system design, neglects the transformation and the innovation of organization culture ,and caused a 'weak position' phenomenon of the organization culture in the promotion of governmental leadership. Specific performance for the government leaders and other administrative stuffs concept Deviation, administrative system design and implementation of inadequate policies and the lack of public resources and so on.The fact has indicated that, if the upgrading of leadership is inconsistent with the requirements of government organizational culture, and the culture will hinder the promotion of governmental leadership, which is "cultural resistance" intense performance. Therefore, we should begin from the four dimensions of governmental organizations culture, first of all create a common system of values for government organizations and cultivate a people-centered scientific concept of development management, then construct the common framework for the code of conduct and regulations, standardize administrative members of the organization, acting in accordance with system. Secondly, it needs to integrate leadership resources and other modern technological resources to achieve the optimal allocation of public resources and effective utilization.
