In the information age, the opening degree of government information is an important criterion for the development of a nation's democracy and rule of law. Since the latter half of the 20th century, it is a trend for establishing a public information law as the core of the government information opening system in the world wide. The rapid development in China's economy and culture and the improvement of Chinese political quality also make an urgent request for the government information's opening. It has long been put on the agenda to establish a government information opening system. The central government began vigorously promote the Government Internet works as early as 1999. China's first local government information open requirement was introduced in November 2002 and implemented on January 1, 2003. However, on the fifth day after the implementation of "the People's Republic of China Government Information Opening", a local government was on the lawsuit which shows that there are still a lot of problems in the government information opening despite five years'preparation and practice.In this dissertation, after the definition of relative concepts, the theoretical bases of government information opening is analyzed deeply and the special basic in China is firstly analyzed. This dissertation focuses on the status quo of our government's information opening activities. After the study of the opening channels and public participation by behavior-result method, the dissertation focuses on finding out the existing problems and put forward the corresponding suggestions.
