Entering to the information network society, our social organization and the management pattern have occurred huge changes, so a profound change happened in many ways, such as the executive power of government system, the mode of operation, the functions of government and so on. It is already the strategic measures of governments to enhance the government information construction and construct the e-government platform. The E-government could be helpful to promote the construction of government’s ability to govern, to improve the innovation ability, to make the government be transparent and open, and to drive the whole society into information development.The disclosure of government information is the compulsory subject for the government in the information age. In March2011, Premier Wen Jiabao put forward the words in the government work report:"we should build the government under the rule of law and make it be a service-oriented government, as well as promote the openness of government affairs","we need to speed up the implementation of the budget open, to let the people know how much money the government spent and what they do with it". Although our governments at all levels have done a lot of effort to make the information open, the government still can not meet the information demand of the full citizens along with the social progress and the ideological emancipation of citizens.The government portal website is the most direct platform to open the Government information. In order to deepen the discussion of the present situation and the influence of public affairs of China’s regional city government portal website construction, this article takes the city in Anhui province as an example to have a discuss. Bengbu is a medium-sized city, with Government Information Publicity Regulations in2008promulgated, It has been gradually established the systematic information opening platform. But compare with the construction of disclosure of government information under the advanced urban e-government environment, we still have a large gap.
