The human is facing "The alien species invasion" which is considered as a "the terrorism" the war by analogy. There are many shocking events such as : "the European hare "eats" Australian, the American white moth sets out the helicopter, the anthropophagous fish to let the fish pond vanish, the small lobster threatens the Dong ting Lake" and so on. The alien species invasion as a problem is an accumulative process following the change of nature,the colonization of the history,the development of society and economy .Although this kind of phenomenon have already existed, but it is not a long time for the human to begin to know clearly it and to invest energy and time to deal with it seriously. We have to take effective measures to solve this problem because of the destruction of ecological environment,the pollution of ecological environment,the loss of national economy and the threat of the health,. In addition, the alien species invasion as an international environmental research topic, not only needs to use the basic principle and the system of the international law ,but needs to utilize the unique theory of the international environment and the system .And it will involve the cross discipline, the cross department's knowledge and the method.
